Sources said the White House plans to stop degrading the civil Global
Positioning System (GPS) satellite signal, which will provide users with
accuracies previously available only to the military.
RULE 5 "LOOK-OUT"
The following is quoted from the 72 USCG COLREGS (17 Aug 1990)
"Every vessel shall at all times maintain a proper look-out by sight and
hearing as well as all available means appropriate in the prevailing
circumstances and conditions so as to make a full appraisal of the situation and
of the risk of collision".
